There needs to be new thinking about the applicability of Web 2 in business and government. Many of the enthusiasts focus on the technology and not on the effects. Many of the analysts are restrained by thinking that this represents nothing new. Many are restrained by following the interests of customers too closely and losing sight of where the market is going.  A fresh start is needed.</description>
